Go to the Department of Finance web site and check the bill: http://www.nyc.gov/html/dof/html/property/property_bill_soa.shtml
This one's shows annual tax of $12,275 with 421a of $3756, so it's now $710 per month and will be $1023 if nothing changes.
The owner must've been looking at last February's bill when he told the broker the tax was now $530-something.

Would you mind giving a quick step-by-step on the DOF website as to how one gets those numbers?
At the URL above, on the left-hand menu, go to "Property Data and Lot Information."
Then to "Bills, Notices and Assessments by Address."
Enter address and Search. That'll bring up the Statements List for Parcel
x-yyyy-zzzz" where x is borough, yyyy is block, and zzzz is lot.
Click the most recent "Quarterly Statement of Account" to see the actual tax bill. On page two you'll find the tax before exemptions/abatements, their amount, and the current Annual Property Tax.
