Before I move into a condo, can I refinish the walls, replace hardwood floors, and install a soundproofing layer of walling between apartments without permits and condo board approval? Also, can I install a temporary wall to divide a bedroom without permits and condo board approval? Thank you in advance.

You might not need approval from the board to do minor renovations but you will need permission form the buildings management company.
You should not need permits for the wall, floors and soundproofing. The temporary wall could be another story. When you divide the bedrooms will both rooms have windows?
Primer, Thanks for the response. I'm trying to take one large-ish, rectangular/railroad bedroom and turn it into a bedroom and sitting room. The window is on the narrow side of the rectangle, a door to the building hallway is on the opposite wall, so each room would have some form of egress. I want to put a transom window across the top of the dividing wall so the bedroom portion gets light. The biggest challenge, as I see it, is getting a/c to the bedroom portion. The only idea I have come up with so far is to run vents from the thru-wall a/c to the bedroom portion, which I haven't a clue if that is even possible!
