The Times' flood map shows 56 above water. The Cities Service building at the lower end of the block got up to three feet: http://www.nytimes.com/newsgraphics/2012/1120-sandy/survey-of-the-flooding-in-new-york-after-the-hurricane.html
15F's current tax bill shows $7950 annually, less some Financial District giveaway of $6106, so now $1844.
