Holy moly -- How ugly and cheap can you get? bad floorplan for garden rental. a/c sleeves and baseboard heat? I won't even discuss how hideous the front facade of the place looks.

Is it possible to go directly to a developer to purchase an apartment? How would one go about doing this?
