House Rules or Management Co - Who Rules?

I'm trying to absolutely confirm the dog policy in a building. The management company says one dog per unit only. The house rules clearly say two dogs per unit are allowed. I believe the written house rules would over rule a management company's preference if it came to a showdown. Anyone have any experience or opinion? Thank you.

By house rules, do you mean by-laws?

1. your proprietary lease should specify the controlling rule

2. that is because standard paragraph 11 of most or every coop proprietary lease
specifically provides that properly issued and served House Rules become and
areadditional provisions of such proprietary lease
