Cost of an architect for permit filing

I am moving into a new apartment in my Washington Heights coop, and need to reconstruct a wall that was taken down between the living room and master bedroom. I have been told that I will need to file with the board and DOB. I have a designer working in the specs, but will need an architect to sign off and file for permits. Lose the designer because he/she will surely make the architect's job more difficult by proposing impractical/illegal work.Estimated cost for the services of the architect should be 3-5,000.

I paid $1,500.00 for a design from designer and stamp from an architect for a similar situation. Email me at adamkidron@hotmail.com, FYI - they only work together though.

Why would the designer's ideas necessarily be impractical or illegal? Wouldn't one expect a good interior designer to have a solid idea about what is or isn't doable, or do they generally know so little about regulations that they can't be relied upon to guide something like this?
