Rent increase vs. income flat

My little cousin in Chicago mentioned her rent increase but said that her income hasn't gone up since the last renewal. What do the landlords do in that case if when you signed up you were at the 40x rent but now you are below that? What if you want to move, do you have to downgrade because the rental market has increased?
What landlord asks for your salary after you are already in the building? I've never been asked on any renewal what I make now. If they knew that I'm sure they'd look to jack it up a bit more since 'I can afford it.'
assuming this a rent-stabilized situation, or what does 40x have to do with it? I have an idea - rent something cheaper?

I believe the answer you are looking for is: the 40x rule that many landlords have generally only applies to one becoming a new tenant (signing a vacancy lease, not a renewal lease).

no_cojones is just running scared .... flat income, putawife got knocked up by a client again and didn't fess up until too late, can't move to a bigger Yorkville studio to fit one more in. So sad, too bad.

Jim, she's only your wife of convenience based on the facts you've told us. You get a free housekeeper and I guess sex at least once to produce the baby (or are you actually the father - is the baby able to turn a key?), she gets to have a convenient cover story for the INS and will stay with you long enough for the story to be viable.

Part of retirement planning involves allowing for meeting household expenses during retirement. If you cannot afford the rent, you have to move. It's as simple as that.

But this hypothetical person *can* meet their household expenses. They just don't have *income* of 40x their rent. One can meet expenses by spending savings, particularly late in life. One cannot just choose to make more money, particularly late in life.
