Balcony Assessmnt. whole building or unit based?

Just curious if the norm for balcony assessments is just to assess units with them, or do they assess all units in building.. is there a norm? thanks
I sure hope that it's only the units that have them. The ones without them not only don't get any benefit from being able to sit on the balconies, but their apartments might even lose value compared to the ones that have them.
(I live in a building where four-sevenths of the apartments don't have balconies, in case you can't tell.)
I am the Treasurer for my building. When we have an assessment, we assess all apartments- whether or not the unit owner benefits directly or not. Look at it this way, I live on the ground floor of an elevator building. My monthly common charges include payments toward elevator maintenance. I don't directly benefit by maintaining the elevator- but indirectly I do (a unit in an elevator building sells for more than a comparable unit in a walkup building). Another example- when dealing with a water penatration issue on the roof deck associated with the Penthouse on the opposite side of the building, I was assessed even though I don't benefit directly from these repairs. We all share the cost of the common structure- whether or not we have direct use or enjoyment from it.

I suspect that if you lived in a nice brownstone, your first floor apartment would be at a premium.
