upper 1st Floor second hand smoke

I recently purchased a Co-op in queens. my unit is on the higher level 1st floor, meaning that the bottom window ledge is higher than 7ft. the problem is that other people come out for smoking all the time, and i am always getting a smoke draft from my bedroom window. should i approach the smokers or go to the board for help? if i had a child breathing in second hand smoke, i'd be even more upset about the situation. not sure if NYC has any laws about smoking in front of a co-op.
