It's too early to purchase an apartment. For instance they would need an approved offering plan from the attorney general in order to be able to begin selling units. That is assuming they intend to Condo the site. The moment before they begin marketing would probably be the best time.

I'm not really looking to buy now, of course. The place doesn't even exist yet. However, I was just hoping to get in contact with the owner, to develop a dialogue first, and maybe get some very basic information (co-op or condo, rentals or sales). This will help me to know if it's even worth pursuing, and if so, might help me get a jump on things.

No, no real shortcuts though for each document start with the last pages first.
You never know where a signature, name or reference may be but frequently you'll find them at the end.
Sometimes a power of attorney will give you a key name.

Though I agree with the rest, I'd look elsewhere.
And given reported and unreported issues with many new developments over the last 5 years, I wouldnt put anything down on anything not completed.
