When application is approved but owner says no

After weeks of searching for apartments, I just turned in an application for a place, had it approved with good credit, etc. and was told my the listing agent that I can't have the apartment until I sign the lease in person (I'm currently out of the country), and if I don't do it soon that they will let the apartment go to someone else. They refuse to email it, scan it, etc. Is this fair? I mean I already paid a ridiculous application fee. Any experience with this?
