Remove a 421a Tax Abatment

Dose any one know if it is possible to remove a 421a. I am looking into purchasing a building, that is currently a rental. The 421a was filed for as a condo, but the builder never converted it to a condo. The units were not filed with DHCR. Dose anyone know of an attorney that has experience in this?
