That depends very much on what your building is asking for. Some buildings require permits for one type of work while another does not

According to DOB Most construction in New York City requires approval and permits from the Department of Buildings. Work that does not require a permit is typically cosmetic, such as: Painting, Plastering, Plumbing Fixture Replacement, Cabinet Installation, Non-structural Roof Repair.
