New Construction & Landmarked Buildings

Does anyone know if there are restrictions with regard to how close to a landmarked building another property can be built? For example, if I have "lot line windows" on one side of my apartment (in a landmarked building) can any new construction in the lot next door actually touch my building (and thus require me to close up my lot line windows) or would there be a set-back requirement so as to not distrurb the landmarked property?
