Shared water pipe on the terrace

Went to an open house and noticed that the water pipe on the terrace is shared (there is a joint and it goes out to the neighbor's terrace). What a poor design!

I've always hated having a shared water pipe, mostly because I don't like the tobacco my neighbor uses, and he doesn't change the water when he's done.

I have no problem with adjacent terraces (probably just separated by a fence) having a split water supply. I just hope there's an indoor cutoff so it can be shut off in the winter. (Unless you're paying for the water, in which case, yes, it's poor design.) It's entirely possible that the split was installed without the building's knowledge or permission.
