Elevator upgrade law - by jan 2020

my condo received a quote of $20k per elevator to implement the door monitoring system - this is the law and has to be put into every elevator in NYC by Jan 2020. Has anyone looked into this in your current buildings? this seems like a huge amount (and elevators in my building are less than 10 years old). If there's 60,000 elevators in the city and cost is $20k per, we are talking about $1.2B in cost.
