Discussion about
If a buyer purchases a sponsor condo and the by-laws state that the sponsor can move walls, entrances and make any changes whatsoever to the unit without consent of the board—can the board restrict purchaser of that unit from installing washer/dryer? Washer dryers are grandfathered in so there are units that have them. Can the board violate by-laws?

Murky waters. Have the sponsoror get approval from the board to install washer-dryer and ensure that the approval is transferred with puchase.

Let's see if I have this right:
They by-laws state that the Sponsor can do renovations without Board approval.
A purchaser buys the unit, so it's no longer a Sponsor unit.
You want to know if the rules for non-Sponsor units apply?

Also, renovation even by the sponsor does not have include permission to install washer dryer as it impacts common element - plumbing - of the building. Moving walls is very different.
