Parking available an extra cost?

On some Streeteasy ads for rental apartments, I've seen that "parking available" is listed as one of the amenities for the building. When this is listed, does this mean it's counted in the total cost of rent, or is parking an added cost?
It's extremely unlikely that it's included in the cost of the rent, particularly in Manhattan.
In apartment buildings, it usually just means there's a garage in the building. In the outer boroughs, it may mean use of a shared driveway/parking area.
