New condo: Skim coated walls standard?

Are all new condos in Manhattan skim coated? I know the high end certainly are. What about lower price point of $1800-2000 per sq ft?

One issue is the standards. Even what passes for a "level 5" finish isn't good enough for walls which will have specialized finishes or custom lighting on them.

Thanks. Most new condo are Matt finish paint so the skim coating level does not need to be so high. Clearly depending on the lighting and paint gloss the level 5 is a range.
