Renting a Condo in time

Hello! I am interested in renting a condo as my lease expires on July 31. I must be completely moved into my new place before August 1. The broker cannot guarantee that the condo board will approve my application in time and I cannot get a straight answer as to what will happen to my $1,000 application fee if I am forced to look for a new apartment at the last minute. How quickly do condo boards typically move in their approval process? What are the gating issues I can help mitigate in the meantime? Any help would be much appreciated - thank you in advance!

It looks like there's plenty of time but who knows, the condo owner should press the board for quick approval
