I think greed and bad behavior is not limited to any particular category of people. There is fraud on Wall Street and corporate America as well - bigger $ and protected by lawyers.

Sadly, I can see both sides of the argument. In this case, victims are probably poor Chinese immigrants due to location in question and owner may even be American born Chinese. Then there is homeless (I am sure many are American born) doing their business on sidewalks in San Francisco. No easy solution.
