steam heat in a co-op, what do I pay?

I'm looking at an apartment with Steam Heat. In my rental currently I have steam heat but I don't have to pay for it. Am I right to assume the steam heat is a part of the maintainance fee? i'm also concerned they are lying to me as the heaters look more like electric heat since it runs the length of the baseboard and it's a traditional radiator. I've ask the last two times I've seen the place what kind of heat it is and they insist it's steam. Thanks in advance.
