Why are There So Mny Drug Dealers and Hookers?

A friend of mine lives in Chicago on the Gold Coast and he said the neighborhood is extremely dangerous. It is full of drug dealers and hookers. Just the other day, his 6 year old daughter asked him "Daddy, why is that woman's dress so short?" That was the last straw. He does not know where he will move to, but he wants to get out of Chicago at all costs.
