false in contracts?

Near the end or the beginning of each quarter, we tend have a mad dash to list "already in contracts." for a variety of reasons I guess. Culprits are varied brokers at different times, and varied buildings. I'd love to see something in place that stops or if you can't stop punishes those that attempt to juke the stats. What's a contract? Verbal, handshake, sign-in sheet, sniffing around, detectable pulse within 300 yards of entrance? Actually it more resembles crop rotation.

Most developers are lying about sold units. Public records are the only reliable ressources to find out how many units have actually sold.
