Here's the offer I received from an online lender. I financed the initial purchase through this lender, so I trust their ability to close.
loan size: $465,000
rate: 3.99% (currently paying 4.375%)
term: 30 yr fixed
equity: at least 20%, exact number depends on appraisal
credit score: 799
my cost: $400, the price of the appraisal
lender covers all closing costs and other fees, charges
Can anyone beat this? Are there any questions that I should ask before moving forward? Property is in Washington DC 20001, if it makes a difference.

That's probably more relevant than your credit score!

How long have you had your loan and what was the original loan size? It may not be worth refinancing if you're well into amortizing down the loan to start another 30-year amortization schedule unless you're going to pay it down faster.

Yes, I guess location is relevant. I would have posted this to a DC RE board, there isn't anything comparable to StreetEasy.
I have had the loan for about 18 months, original principal was around $473,000, I think, maybe a bit more.

Since you're in the beginning of your loan, it makes sense to refi. You should call your current lender and let him/her know what you've been offered and see if they can beat it before you jump ship. They may let you buy down your rate for $500.

Thanks for that suggestion, followed your advice. Spoke with GMAC yesterday before they closed. They couldn't even offer me my current rate without charging me points.
