It was built in 1924 and designed by John H. Duncan, the architect responsible for Grant’s Tomb and Hotel Wolcott. Duncan’s most famous work is the Soldiers’ and Sailors’ Memorial Arch in Grand Army Plaza in Brooklyn, often referred to as Brooklyn’s version of the Arc de Triomphe.
