Fuel Surcharge?

Can anyone explain to me what a "fuel surcharge" is? Are there any legal limits on the amount a landlord can charge here or is there a standard method under which such a charge is determined? While I had noticed the provision in my lease requiring me to pay fuel surchages, in additional to electric, cable and phone bills, I expected any such charge to come from a utility company rather than just from the landlord on his letterhead. Is this typical of NYC rentals?
