98 Riverside "Dive" - Why no voices???

Why do the tenants of 98 Riverside Drive not protest the lack of services in the building in a more "put your money where your mouth is?" fashion? I don't understand apathy like this when people are paying close to $9K for a three bedroom and have to walk up 10 or more flights because the elevator's out, there's suspicious dust in the elevator and asbestos removal going on on the roof? Why is no one doing anything other than yelling at the doormen and porters? Are New Yorkers really so afraid? Where are the "mouths" for which we're known worldwide?
