Lead paint

If my landlord signed the NYC Lead Paint Notice certifying that s/he has complied with provisions 27-2056.8 of Article 14 of the Housing Maintenance Code does that mean they've stripped our apartment of lead paint? I would assume so but the paint on our floor moldings and some other areas seems very thick. Other apts in our bldg have had lead issues and of course, i need to track down the super and speak to him. i also need to look up this code but thought i'd throw it out there anyway.
