Lead Paint

If my landlord signed the NYC Lead Paint Notice certifying that s/he has complied with provisions 27-2056.8 of Article 14 of the housing Maintenance Codes does this meam that our apartment has been stripped of lead paint? A couple of apts in the bldg have had recent issues with lead. I plan to speak to our super asap as well as research this code but thought i'd toss it out there anyway. I would assume this document means we should not worrry but i'm looking at very thickly painted floor moldings with cracks here and there and its concerning me a bit.
