sewage pipe leak in apartment dwelling

Is anyone aware if the NYC Dept of Health requires that the landlord hire a professional cleaning service if the is a sewer pipe that has burst in a basemnt that tenants use for the laundry facilities and are required to walk their dogs through the basements service entrance. This has happened in my building and the landlord chose to have the building staff clean the raw sewage.
