Basement/Cellar Duplex Units

Why do all the basement duplex units in Brooklyn have those grey, cold tile floors? We recently purchased a unit that has windows and light the whole way down but the floors are driving me crazy. I'm not sure what the moisture level is and I know the owner before us covered it with those Flor carpet squares. Anyone had success or good ideas with hoe to resurface or cover them?
