Decoration Permits for painting in co-ops

Can someone explain to me why one need to pay processing fee and fill out a forms to put fresh paint on the walls? No scraping or plastering required. The bureaucracy of co-ops makes everything so stressful for new comers in New York City. How come no one writes about issues people face living in a co-op? The cooperative counsel I think should revise their recommendation to co-op Boards.
