sponsor blocking sales

Have just discovered Im the second person in 7 months trying to buy a co op in this building. Apparently the sponsor of 7 (of 10) apartments in the building -which she rents- wants to buy it for herself. She lowballs a price to the selling estate and then blocks anybody else's offers even though they are at higher offers. The message being to the estate 'keep listing the co op, I'll block all other offers until you have to give up and sell to me." I have no idea what her plans are but a sale went through to someone else besides her in spring 2012.
