Drainage Pipe in my living room ceiling

My neighbors above me shifted their bathroom over my living room recently. At one point they broke through my ceiling and I let their contractor in to repair the hole. After the renovation was completed I was shocked to hear shower drain gurgling and other bathroom sounds while I sat at my dining table. Recently there was a leak and my ceiling was opened. I discovered their shower drainage pipe was not in the wet wall but inside my living room ceiling! Is this legal? I started to complain to the board but they have been slow to act! What can I do?
