Paying more than 15 percent broker's fee?

Has anyone heard of paying more than a 15-percent broker's fee? For example, one listing agent demanded I pay his 15 percent fee in full -- and then pay my broker 7 percent separately. I've also heard of people wanting an apartment so badly they offered the listing agent a full 15 percent commission as well as their own broker's fee. Is that kosher???
