Cash out loan or Secondary MBS

I currently own an INVESTMENT apartment in Manhattan worth 1.9mm with a 715k loan (~38% LTV). I am looking for a cash out loan (total value 1.2mm). Great credit score, over 500k in liquid assets. Do you know any banks that would offer this sort of a cash out loan and what sort of rate? Alternatively, what about just taking out a second mortgage? What would be rate be for a secondary lien mortgage in the amount 500k-600k?
