Williamsburg high rise question

Does anyone know the story of the oddball high rise right in the center of Williamsburg? I believe the address is 133 N 7th (or thereabouts). There is a 16 Handles and Crossroads Trading in the lobby but I can't find any listings, past or present, or how it came to be the lone high rise among low rise buildings.
