As usual, the city are treating their citizens as ATM machines... maybe they should 'attempt' cutting back real spending

These folks bought apartments with ground leases. If they wanted more consistent payments, they should not have done that.

They got MAJOR discounts over equivalent non-ground lease buildings, and this is why.

Complaining now.... well...
