I'm confused. Is "Who Cannot" a person? Because based on the fact you used "declare" in the plural format, "Who Cannot" must be a person in order for the thread title to be proper English.

Since it's apparently pedantic hour, I'll note that the Oxford English Dictionary disagrees with nyc212 on the standard plural form of 'forum' in English.

It's fairly clear that sense 1, a meeting or medium for an exchange of views, is the sense in question here.
