My guess is that it's *so* ugly that everyone who's seen it, while knowing they should pay no attention to cosmetics, is still deterred. Or maybe the building just hits the wrong note for Park, as West81st said.

It's because the seller is in la-la land with respect to price and remains there. There are much better deals on Park at this point.
