I think they always try to get an increase, it's a matter of the tennant deciding to neogotiate instead of just accepting the renewal offer (my friend didn't and kicked herself later). From what I've read, it's pretty common to negotiate around current asking for vacant units, which is less than leases signed earlier in Tishman Speyer's ownership.
