Is it possible to rent an apartment that is not rent stabilized and have the yearly rent increases tied to rent-stabilized rates of increase? If so, what should be written in the lease?

Anything is possible contractually. You would simply tie the annual rent increases to the formula utilized by the City in its calculation of RS increases. However, I cannot see why any landlord would want to enter into such a contract.
