so if they are upside down at $869,000, that must mean they bought with 100% financing.

What makes you think this is a short sale and why do you think they bought with 100% financing. it's on $31K below the previous sale and they may get more. if it was on sale for $700k then it might be a short sale.

Actually, it did have two big indicators of being a short sale: NJ investor and new-dev condo. This guy's leverage was a model of restraint, considering.
