Helicopter over Battery Park

I was in the Tribeca portion of Battery Park this weekend and the helicopters were very annoying. Does anyone know of any efforts to limit the amount of helicopters over the Hudson / over Manhattan? There have to be safety as well as quality of life issues.

"Some pilots leaving the Downtown Heliport near Broad St. take a shortcut over Battery Park, even though they are supposed to fly over the harbor instead, Ornst said. But even if the city identifies pilots that are taking the shortcut, the city cannot impose penalties without changes to federal law, Ornst said."
No indication of what that federal law says.
I want to know why the shuttles from DC were flying across 125th St. this weekend at about 500 feet.
I doubt the planes were flying at 500 feet alanhart. At that altitude, the althitude warning lights in the cockpit would be flashing away.
I can clear this up. It was Bernanke dropping off reserves at the Federal Reserve.
maybe it was Marine One (the official presidential helicopter) doing a photo shoot.
We know what Marine One is -- not all of us are mindless Obamabots.
