Building Code Re: Sound Insulation

I've been looking at buying at a new condo development. Sound insulation is a real problem there - lots of grumbling among early residents even before the building is full, and simply walking down the hallways confirms the problem. It seems that, in response to complaints, the developer insists that the it complied with the building code minimum requirements for sound insulation (but no more than the mnimum). My question is whether this sound insulation standard is satisfactory and/or common for a higher end residential developments. Is "code' only used by cheap rentals and motels or is that the routine standard for pretty much all new develpments?
