Manhattan water cool ac problem

I have an Ice Air 8HWP13 water cooled ac in the mezzazine floor of my condo. The unit has not been working properly since it was installed last year. It tripped off every 10 or 15 minutes when the temperature is hot outside. I had technicians come several times, their opinion is that the problem is due to not having enough water running through the condenser and the control fell into protection mode. They think that my building water in the cooling system is poorly balanced, and the solution is to have the building rebalance the water system so this unit gets enough water to keep it functioning. However, the super does not admit the problem and said my unit is the only one having the problem. What should I do?

Get a company rep on the phone and scream they sold you a lemon. Get a letter from them - i.e. in writing - that the unit isn't a lemon, it's that the building's system is out of balance. Send a copy of that letter to the managing agent.

I have the unit for 20 years, the ac replaced the old one last year.
