how are security deposits handled when moving within same rental company

Is it normal for a rental company to keep current deposit (for however many weeks it takes them to return it) and ask for a full month of the new rent as deposit? It's not like the tenant is going away and can't be found in case of problems. This seems just like another way to stick it to people that don't have a choice (if moving within existing lease).

the security deposit is for damage to the apartment you're leaving. they don't want to start trying to get money out of you, especially if you are still renting from them, for repairs.

If your rent goes down, do they refund the difference in the security deposit? Is that something we could ask for?

actually, rent did go down and they didn't refund it; but of course it doesn't work like that when it's the other way around.
