Its right opp Whole Foods. Have gone there at various times (bet 11am-9pm) when my 3yo was a newborn to get supplies from buyBuy Baby. The area is not noisy at all

I don't know if it's still there, but there used to be a large night club that caters to the hip hop crowd, resulting in loitering, bottles and cans and lots of flyers/posters that are handed out and/or put on parked cars and street signs.

No, that's on 26th, I'm thinking about a club on 28th. But, it's been a couple years since my clubbing days, so maybe I've got the locations wrong in my mind. The street where the "flower market" block is (28th, right?), where the 1/9 subway is, that's 28th, right? As I remember it the club was just west of 7th on the NW side of 28th.
