As the equity markets rebound, the fund is looking to make back some of those losses" Yes, the best investment strategy has always been to throw your money at whatever is hot. God help us.

Hahaha. Do we actually get pension from NYS. I am only 31, I think I won't get a penny from the government.

But you'll have to pay for the pension fund's losses. All the crazy benefits promised to city employees, taxpayers will have to pay whatever isn't covered by the fund.
